Is the Italian Zampa law really the problem?

In Rome, unaccompanied foreign minors spend days in police stations, sometimes with covid. The municipalities rings the alarm: "There are no more places". Italy fails to implement the Convention on the Rights of the Child, but the government points the finger at the Zampa law and "false minors".
